QSM is bureaucracy and administration, dry as only lawyers can stand it – right? Unfortunately, of course, there is a bit of truth to this. It is not without reason that all responsibilities for QSM are often shifted to one person in the Fachschaft, and then hardly anyone cares. But there is actually quite a lot of money at stake. 1.781.000€! And that means we can actually do a lot of creative things in teaching. So it’s worth getting to grips with QSM a little : D
The Department for Quality Assurance Resources (QSM) supervises and coordinates the exercise of the VS (Constituted Student Body)’s right to make proposals by the student councils and the central QSM Commission.

Rededication of QSM
Reallocation of funds is possible if events are not feasible or if fewer funds are foreseeably required (e.g. in the event of reduced library opening due to Corona).
- The student council decides on the reallocation and sends the decision by email to the institute (e.g. the person responsible for the budget). The institute can then contact the responsible administrator at the ZUV and apply for the reclassification.
- This reclassification is necessary so that the changes are also comprehensible for external parties (e.g. the MWK) and because there may be changes in the level of use.
- Note the reference to residual funds – perhaps you do not want to reallocate the funds because there is no adequate replacement anyway, then simply report that they cannot be spent and they will flow into projects that cannot currently be financed.
The student councils should contact the QSM department in advance.
QSM residual funds
QSMs that are not issued are returned to the University Library at the end of the award period. If it is foreseeable at an early stage that residual funds will be available, they can also be used to finance projects that were not approved by the QSM Commission due to a lack of funds. For the winter semester 22/23, several projects that could still be financed in this way had to be postponed.
The first project can already be financed thanks to an initial notification in July 22.
- Remaining funds are reported via the institute to the responsible administrator in the ZUV, who initiates the reallocation.
